HR-218 LEOSA Certification
- Tuition is $80.00 for the initial certification and $50.00 for the annual recertification.
- LEOSA is a one day, 8-hour class.
- Instructor will provide shooting targets, eye/ear protection and all training materials.
- Firearms are available for rent and ammunition can be purchased.
- Bring a good attitude with safety in mind.
- What you need for class. A firearm and 50 rounds of factory ammunition. Factory, new or reloads are all fine.

What is HR-218 LEOSA?
- On July 22, 2004, Congress passed and President George Bush signed the Law Enforcement Officers Safety Act of 2004 (LEOSA), Pub. L. No. 108-277, 118 Stat. 865 (2004), codified at 18 U.S.C. §§ 926B and 926C. Some of you might know this as H.R. 218.
- With certain limitations and conditions, it exempts active and retired (separated) "qualified law enforcement officers" from state laws and local ordinances prohibiting the carrying of concealed weapons. It does not purport to affect any state or local laws and ordinances that permit restrictions of concealed firearms on private property or any such laws that restrict the possession of firearms on any Federal, State or local government property, installation, building, base, or park.
- LEOSA is a federal law that allows honorably retired police officers to carry a weapon anywhere in the United States. To do this, the retired officer must have a LEOSA ID card, which they get for taking a certified eight-hour LEOSA training course each year.
- If you are a retired law enforcement officer who wants to be certified under L.E.O.S.A. and you live in the state of Tennessee, you can now qualify under this law. It does not require you to have served your law enforcement duty in Tennessee. If you moved here from another state you can be qualified here.
- When covered by LEOSA, the person may carry a concealed firearm in any state or political subdivision thereof. This also includes the District of Columbia, Puerto Rico and U.S. Possessions. Thus the LEOSA qualified person does not generally require a state-issued permit for carrying concealed firearms.
- To be considered, one must be a qualified retired law enforcement officer who retired in good standing from service, with an aggregate of 10 years or more of service.
